The Cultural Observatory of the Canton of Ticino constitutes an open and collaborative information system, which studies, monitors and promotes the cultural sector, providing the stimuli to implement a coherent and current cultural policy. This multifunctional center favors the use, dissemination and enhancement of Ticino's cultural heritage, both tangible and intangible, as well as the Italian language and culture in Switzerland.

Since 2006, the year of its creation, the Observatory has experienced various stages of development. Initially, the Cultural Agenda was created, a tool mainly conceived to monitor and collect data on the panorama of the sector: " In 2006 the project of a Cultural Observatory was launched with a dual purpose: on the one hand, to monitor the cultural activities proposed on the cantonal territory and on the other hand to relaunch the reflection on the development and management of cultural policies in the cantonal territory "( Final 2006, Division of Culture and University Studies).

Until 2010, the activities were largely linked to the development of the information portal. In that year the Observatory organized the conference Measure culture , an initiative aimed at stimulating scientific reflection on the relationship between culture and statistics. The scientific foundations were subsequently laid thanks to the creation of a scientific committee of reference and the collaboration agreement with the Statistical Office (Ustat).

The approach with the System for the enhancement of cultural heritage (SVPC) in progress since the end of 2017 has made it possible to extend and consolidate the Observatory's study perimeter, also integrating activities related to the theme of heritage and the promotion of the cultural phenomenon on digital channels.
